Les "Roms migrants" en France: Du fait migratoire à la construction d'un problème public

International audienceBecause they arouse all the fears related to migrants, the few 20,000 or so Roma from Eastern European countries living in France are causing much debate. Mistaken for “nomads” because of the historical image of the “Gipsy”, these families, sedentary in their home countries, are in fact fairly ordinary economic migrants. Certainly, their family migrations, their gathering in squats or shantytowns give them certain specificities. Out of a migratory phenomenon of rather low importance has emerged a truly public issue in France, especially since the 2000s. Today, the transformation of socio-economic issues into a heavily ethnicized political issue hinders the social inclusion of these families, except in a few cases when coordination has been established at the local level. The migratory project of these families is not understood. It cannot express itself or be accomplished as long as the migrant Roma are mainly perceived first and foremost as a homogeneous, specific, uniform group, which some structures (associations) strive to include while others (political entities) endeavor to exclude it. This homogenizing approach, inclusive or exclusionary is held to raise questions and causes problems everywhere in Europe. The migrant Roma are the symbol of a perceived European Romani issue which mixes together, despite the seeming paradox of this, policies of rejection on the one hand and anti-discrimination policies on the other.Parce qu’ils attisent toutes les craintes liées aux migrants, les quelque 20 000 Roms des pays de l’Est de l’Europe présents en France font beaucoup parler. Confondus avec des « nomades » à cause de la figure historique du « Tsigane », ces familles, sédentaires dans leurs pays d’origine, sont avant tout des migrants économiques assez classiques. Certes leurs migrations familiales, leurs regroupements dans des squats ou des bidonvilles leur donnent quelques spécificités. D’un fait migratoire peu important a émergé un véritable problème public en France, notamment depuis les années 2000. La transformation de questions socio-économiques en une question politique fortement ethnicisée ne permet pas aujourd’hui l’insertion de ces familles à l’exception de quelques cas quand une coordination locale s’instaure. Le projet migratoire de ces familles est ignoré. Il ne peut s’exprimer ni se réaliser tant les Roms migrants sont d’abord perçus comme un public spécifique, uniforme et global, que les uns (associations) s’efforcent d’inclure quand d’autres (politiques) s’efforcent d’exclure. Cette nécessité de prise en charge globale, inclusive ou excluante, repose sur une vision commune d’un public qui serait homogène et qui poserait « question » ou « problème » dans l’Europe tout entière.
